City Pioneers Marine Storm Water Treatment in Canada

Date: May 9, 2003 For Immediate Release

Victoria, B.C — By August 1st, 2003, the City of Victoria will be the first city in Canada to effectively treat contaminated storm water discharging into a marine environment from municipal storm sewers.

"Improving surface water quality has been an important social goal of the City's for many years," said Gary Pleven, Program Administrator in the City’s Engineering, Water and Environment Division. In the past, Federal agencies have accused the City of allowing contamination to flow into Rock Bay via the storm drains.

Earlier this year, the City replaced 93 undersized road-side catchbasins to help control road run-off. This second phase of the 2002 Victoria Harbour Environmental Protection Program is the installation of a Storm Water Rehabilitation Unit (SWRU), which will treat the storm water before it enters the harbour environment at Rock Bay. The SWRU will be installed on Government Street between Pembroke and Princess Streets.

"This passive system technology, supplied by Vortechnics, Inc will dramatically reduce the amount of point and non-point source contaminated sediments, hydrocarbons and debris being released into the harbour," said Pleven.

Traffic disruption can be expected during the work period (May 19th — July 15th), but every effort will be made to keep the travelling public informed as the work proceeds. Two-way traffic will be maintained throughout construction, and the public is asked to take alternate routes if possible.

Amendments to the City’s Storm Water Bylaw will create stricter regulations on storm water discharge from parking lots, construction activities, and automotive based industries. In a continuing joint effort between the City, its neighbouring municipalities and the CRD, further development of new bylaw language along with a public education program will help increase the quality of storm water on the lower island.

This project is jointly funded through a five-year Canada / British Columbia Infrastructure Program. Work will be carried out by G&E Equipment Rentals Ltd of Sidney, successful bidders of the tendered project.
